Is Foreplay a Violation On Hajj?

Isn’t it that only sexual intercourse is forbidden before tawaf-e ziyarat? In the given question, it seems to have been limited to hug and kiss only. Will the dam of sacrifice still apply?

Yes, the sacrifice of a sheep (dam) still applies. Foreplay (touching with pleasure, kissing, etc.) is also a violation.
